Think of this like Awaken the Blood. You get a 2 point boost in Blood and Curses, but there is a downside... your sacrafices are doubled. That hurts and prevents you from spamming certain skills.
There has to be something other than long recharge time to make this skill balanced. I'd say if your spells cost 7-4 more energy then it would be more balanced.

Not too shabby.. I'm not diggin' the recharge you suggested.. other than that, it's fine I suppose.

I would say instead of boosting the actual point value, it could boost the length of water magic hexes by 50%. That would be very powerful on certain water magics like Blurred vision and Deep Freeze, and it could be given more of a 5-15 second lasting with 20 second recast.

seems over powered.... make the spell cast recharge twice as long or something....
